A way for you to refuel your Laika and gather some Items is the Petrol Station shop. They are found alongside the Autobahn, unlike the Outershops, which are limited to inner cities.
In the GDR, they have very obvious "Mist Öl" (which roughly translates to "Crap Oil") branding, representing the German manufacturer of car oil, the name changes in each country. So, there are "Униja уље" ("Union oil") stations in Yugoslavia, "Таратайка масло" ("Jalopy oil") in Bulgaria, "Hovno lej" ("Pour the shit") in Chekhoslovakia, etc.
You cannot steal items from the petrol stations, as of the Turkey Update.
